St. Brother Albert’s Aid Society in cooperation with the Ministry of Labour and Social Policy drew up a document entitled “Recommendation to the all-Poland welfare model of providing help to the homeless in winter months.” It is aimed at creating the all-Poland model of help which would provide easy access for the homeless to obtain it during winter. The recommendation was based on regional and local welfare systems created in Poland. This approach allows for choosing the best solutions applied in different regions of Poland and it helps to identify weaker points of the existing welfare systems. The target welfare system suggested to the Ministry is a joint social responsibility of government administration, units of local government and non-government organisations to provide safety to the homeless in winter.
